European Regional Development Funds

The European Regional Development Fund (ERDF) is designed to strengthen economic, social and territorial cohesion within the European Union.
Its aim is to help reduce imbalances between regions and promote investment for a smarter, greener, more connected and more social Europe, that is closer to its citizens.
The ERDF finances programmes under a system of shared responsibility between the European Commission and the national and regional authorities of the Member States.
The state and regional administrations select the projects to be financed and assume responsibility for their day-to-day management.

Access each project
On July 21, 2020, the European Council agreed on an exceptional temporary recovery instrument known as Next Generation EU amounting to €750 billion.
The Recovery Fund ensures a coordinated European response with Member States to address the economic and social consequences of the pandemic.
The Recovery and Resilience Facility (RRF) has four main objectives: to promote the economic, social, and territorial cohesion of the EU; to strengthen the resilience and adjustment capacity of Member States; to mitigate the social and economic repercussions of the COVID-19 crisis; and to support the green and digital transitions.
They are all aimed at restoring the growth potential of European economies, fostering job creation after the crisis, and promoting sustainable growth.

Contract for the execution of the UIB–ParcBit metro line extension project.
Purpose of the contract: Works to extend the SFM metro line from the University of the Balearic Islands (UIB) to the Balearic Technology Innovation Park (ParcBit), in accordance with the corresponding technical project, within the framework of the Recovery, Transformation and Resilience Plan – Funded by the European Union – NextGenerationEU.
Amount and term
The base tender budget amounts to 31.125.555,56 € (excluding VAT). Total execution period: 12 months, from the date of the site survey (maximum 1 month after the contract is signed).

1. Introduction
This project is part of the programme of aid to autonomous communities and cities with autonomous status for the digital and sustainable transformation of transport. Promoted by the Directorate-General for Mobility, with European funding.
2. Purpose
To renew the signage equipment installed in 2007 and extend the solution to all train stations, providing real-time information on train and metro traffic.
- To improve real-time passenger information at 28 existing stations and 2 new ones..
- Renew damaged or obsolete signage supports.
- Provide SFM with a centralised content management tool.
The installation of 176 55" display units and 5 information totems is planned, with software, licences, technical support and a minimum 3-year warranty (extendable to 5 years).
3. Amount and deadline
Tender budget: 650.000 € (excluding VAT). Execution period: 16 weekns, with a 3-year warranty extendable to 5 years.

Access each area
The European Regional Development Fund (ERDF) Operational Program for the Balearic Islands for the 2014–2020 period aims to improve the R&D&I capacities of local SMEs, promote the adoption of ICT, foster a low-carbon economy, and improve the environment.
It has a budget of €270 million, of which €135 million comes from the European Union thru the European Regional Development Fund. Additionally, it participates in the SME Initiative, a financial instrument designed to facilitate loans to businesses totalling €25 million.
The Program’s management involves various departments of the Government of the Balearic Islands, the Palma City Council, and the University of the Balearic Islands, under the coordination of the Directorate General for European Funds of the Ministry of Finance and Foreign Affairs.
The co-financing rate for the actions is 50%.
Programming
The 2014-2020 ERDF Operational Programme for the Balearic Islands defines an intervention strategy that pursues the following objectives:
- Thematic Objective 1: Promoting research, technological development and innovation.
- Thematic Objective 2: Improving the use and quality of ICT and access to it.
- Thematic Objective 3: Enhancing the competitiveness of small and medium-sized enterprises.
- Thematic Objective 4: Promoting the shift towards a low-carbon economy in all sectors. sectors.
- Thematic Objective 6: Protecting the environment and promoting resource efficiency.
- Thematic Objective 10: Investing in education and training for skills acquisition and lifelong learning.
Management and monitoring
The Directorate-General for Mobility and Land Transport contributes to the achievement of the ERDF OP objectives by promoting the following actions:
- Thematic Objective 4: Promoting the transition to a low-carbon economy in all sectors.

Evaluation
The Cohesion Policy for the period 2014-2020 is geared towards achieving results to make a visible contribution to the objectives of the Europe 2020 Strategy.
The Balearic Islands have a Specific Evaluation Plan or the ERDF OP that aims to improve the design, effectiveness and impact of the programme, as well as its contribution to the objectives of the European Union.
